On my office phone the red light is blinking fast besides manager name. What does this means?

That will depend on how your IT staff or service provider configured your phone. Everyone has different settings so the meaning of the lights might vary. So I would suggest you contact your IT department or service provider to find an accurate answer.

Solid red next to line- bu phone is not in use

There are three possible meanings of solid red light:
1) If used as power indicator, it means the phone is initializing
2) If configured as BLF, it means the monitored user is busy
3) If used as page switch key, it means there is a parked call on the non-current page

Try doing a reboot of your phone, if that doesn't work, ask your system admin to reboot it on their end. This should fix the problem!
